Overview

The Human Resources Director is an influential leader and strategist excited by the opportunity to affect the people strategy and vision that helps Tigard achieve long-term success. The Director is instrumental in shaping the organizational culture, promoting its values, and maximizing the potential of all employees. As a key member of the City’s leadership team, the Human Resources Director regularly coordinates with the City Manager and Assistant City Managers to ensure our people strategy aligns with community priorities, Council goals, and organizational initiatives.

The Director collaborates with executive colleagues to anticipate needs and develop proactive plans to recruit, grow, and retain the City’s talented workforce. The Human Resources Director manages labor and employee relations and consults with the City Attorney and outside counsel as appropriate. The Director maintains positive relationships with the City’s labor unions and leads the City’s labor negotiation process.

The Human Resources Director plans, directs, and manages the evolving Human Resources Department. They set bold goals, encourage innovation, and engage staff within the team and throughout the organization as they support and strengthen continued operations. The Director collaborates with staff to develop and implement the Department’s strategic work plans while actively seeking input and involving staff in decision-making through active listening. The Director fosters a climate of trust and credibility, continuously encouraging staff to be efficient and effective partners, and setting clear expectations and goals for performance with empathy and consideration.

The Successful Candidate

The Human Resources Director is a strategic thinker, planner, and doer who will quickly understand Tigard’s values and easily see the big picture and long-term vision for the City. Through systemic and thorough assessment and evaluation, the successful candidate identifies best practices and determines a vision for the City’s human resources and risk management functions. The Director embraces operational excellence, sets forward-thinking goals, and embraces the opportunity to help shape and influence the organizational culture.

As a visionary leader who champions public service, the Director brings innovation and experience to human resources initiatives. A natural convener and collaborator, the successful candidate recognizes the importance of relationships at all levels and actively partners with internal colleagues in support of a positive and collaborative organizational culture. The Human Resources Director values cultural and thought diversity and actively promotes a sense of inclusion and belonging. The ability to navigate relationships with ease while listening, balancing, and respecting a variety of views during the decision-making process will be key.

Qualifications

At least seven (7) years of demonstrated progressively responsible leadership and management experience in human resource management, including experience in the public sector. Direct experience leading and supervising a team is required. Broad experience in the various disciplines of human resources, including experience with classification and compensation, benefits, protective leaves and ADA, employee relations, labor relations, human resources information systems, risk management, safety regulatory requirements, workers’ compensation, and talent acquisition, is required. Prior experience with collective bargaining is essential, with some public safety experience preferred. Knowledge of Oregon employment law is ideal.

Prior experience driving and navigating change and knowledge of best practices and continuous learning are essential. Proven business savvy, cultural competence, political understanding, and sensitivity with the ability to think ahead, anticipate issues, and proactively develop response plans are essential. Strong technology skills are required. A bachelor’s degree or equivalent combination of education and experience in a relevant field such as human resource management, business, or public administration is required. A master’s degree is preferred.
